Is surprise hazard possible when recharging mobile phone?

Where I live currently, it's very possible to have sudden higher flow of verve for a second. This possibly causes devices to break but not explode like fridges, microwaves, water heaters, big TVs & once our expensive computer video card because they consume flows.

Yesterday, I heard that one shouldn't answer the mobile when it's recharging because they might get burnt if the above occurs. But I never even heard of a non-stationary phone could get broken because of this.

Do you see it is sensible that one could get burnt of mobile phone while recharging?
